Since the 90s, the number of unvaccinated children enrolled in public schools has grown. At the same time, the number of outbreaks of diseases for which a vaccine exists has increased. These outbreaks, almost always attributed to a non-vaccinated individual, pose a threat to the public; as part of a vaccine's effectiveness comes from mass inoculation. Simply claiming a 'religious objection' or 'personal belief exemption' should not be grounds for jeopardizing public health. As the CDC states, the benefits of vaccination far exceed the risks, while study after study counters the common objections to vaccines. The only power the federal government has over this issue is to tie the mandate to federal education dollars - if an LEA wants federal money, it should have to require full vaccination
