Based on the fact that the USA started as a Country filled with "felons" starting over, We need a law that automatically expunges criminal convictions.
For any person who has gone 5 years without further criminal convictions after completing his/her sentence for a non-violent and/or victimless crime.
For any person who has gone 10 years without further criminal convictions after completing his/her sentence for any other crime, except for any Premeditated Murder, Violent/forceful Rape and Child Molestation.
Any homicide that is not the result of the commission of a crime must be included in the automatic expunging, excluding the second offense of driving under the influence.
These are the main automatic expunging needed, but there are more reasons and not enough space to write them all.
