Mandate that the Commonwealth of Virginia either remove or extend term limits for a governor

The Commonwealth of Virginia currently has the most stringent rules on gubernatorial term limits. Governors are prohibited from serving successive terms. Though they are permitted to serve multiple terms, only one has been able to be elected twice since the governor began being elected by popular vote in 1851. The term limit renders much of the governor's work moot, as there is very little time to enact any sort of change. We propose that the Obama administration endorse the changing of Virginia's constitution to allow the governor to serve two consecutive terms, at minimum, and push for the state legislature to make said change.
