Before any reforms are allowed to be discussed concerning Social Security during Budget Talks, Leader Boehner and Leader Reid need to present a plan from Congress on how they will REPAY the $2Trillion Plus borrowed over the past decades.

Once Social Security Fund has been made whole with returned money from Congress, only then can an accurate assessment be made to the solvency of the fund under existing rules.
