Mandate the Creation of Universal Job Applications to be accepted through digital and traditional employment procedures

I am petitioning to mandate the creation and acceptance of Standard Job applications. Far too often, applicants must endure hours filling out applications from companies either through electronic and or traditional means. Few accept resumes and often the digital transference into existing electronic application programs are unreliable. Furthermore, Employers often ask the same question as others (name, employment history, etc) and applications are often the same but with a company's particular formatting and such.I suggest the creation and mandated use of standard application forms that all businesses must except through all means. Businesses will be free to add their own additional questions but must accept the base form for the standard set of questions asked by all Employers.
