Mandate the cruise-lines such as Holland America line to stop neglecting the safety of its American passengers

As a previous passenger of HAL I had experienced the cruise-line's negligence of security and safety measures. now a woman is raped on board of HAL. The government of the United States needs mandate cruise lines such as HAL to:
1- have adequate number of armed and trained security officers on board of their ships to provide safety and security of Americans against any assault or insult by unruly passengers or crew members.
2- perform adequate background checks criminal screening and psychological evaluations on its crew members.
3- dedicate an officer or create an office on board of the ships to address passenger complaints regarding saftey and security.
4- Expel the drunk and unruly passengers and crew members to prevent such incidents
