Require a Drug Test and Drug Test lottery system for anyone who is eligible and receiving any kind of federal or state aid such as Medicaid, Food Stamps, emergency money, and section 8 housing. If this is required for most any job why not be tested for drugs before you can receive any kind of federal or state aid so that the working tax payers money is not being wasted on people who are spending their money on drugs.
