Any person accepting any governmental assistance, grants or loans for tuition , housing or sustenance shall submit to mandatory monthly drug screening as a condition of eligibility. Any person failing such drug screening shall not again be eligible for government funded assistance, loans or grants for a period of not less than 90 days. Any person failing 3 such drug screening shall not again be eligible for government funded assistance, loans or grants for a period of not less than 99 years.
