Social security numbers are a critical piece of information that is not very well protected.
Once someone else has another's SSN, it can be trivial for that person to steal another's identity. I petition to implement controls in the form of dual-factor authentication as seen in common web services in order to validate the use of a SSN, in order to prevent identity theft.
Authentication methods should be similar to today's web framework authentication, such as in the form of Email verification, phone call/SMS message, authentication app, website login + approval, 1-time use codes shipped with SS card, PKCS#11 tolkens, etc.
