Mandate energy self sufficient structures for all new construction, like Earthships, to fight climate change.

NPR reports that heating and cooling homes accounts for 40% of all air pollution. Earthship style home construction addresses this, as well as rising energy and public utilitiy costs. To truely fight climate change, there should be a national mandate to use building techniques similar to those for Earthship construction for all new building construction. This would help support new industries - recycling, wind, photovoltaics, other solar, possibly even as a manufactured home - and could help improve the real estate market. Plus these structures would help give citizens more economic independence. We need a mandate to make all new construction as close to energy self sufficiency as possible.
