Mandate by executive order that all federal agencies utilize the U.S. Postal System (USPS) vice contract carriers like FEDEX and UPS. The tax payers are being asked to pay twice, once to send documents and packages by contract carriers and the second time with a Congressional bailout of the USPS. The U.S. Government (We the people) own the USPS, yet, the U.S. Government is not mandated to utilize it's services.
