The Second Chance Acts of 2009 and 2011 for Ex-Offenders have little to no chance of being enacted by Congress. Persons convicted of a non-violent federal crime are without a federal recourse to expunge their records for a second chance in society and the job market. The United States all have provisions whereby a state offender can apply for and get a second chance at a full life, an equal chance in the job market and all of their civil rights guaranteed by constitution restored. The mandating of a second chance for non-violent federal offenders not only stimulates an offenders self worth, it would also stimulate the economy by opening areas of employment that are currently closed. Good people can make mistakes, and In the United States of America those people deserve a second chance.
