Mandate the FCC to develop a rating system for TV and radio that illustrates % of marketing strategy/hate speech

With advanced psychology and marketing strategies widely available, the FCC needs a mandate to rate content for hate speech, truthfulness/fact-based, marketing strategies used in the discourse (circular reasoning, straw man, name calling), etc. Our citizens have access to all information but have not been taught critical and digital literacy; and we don't always have time to analyze content providers. A rating system, similar to our adult-content rating system for film/music/games would allow us to rely on those findings when choosing to subscribe, read, tune in or make decision based on freely available content transmitted on invisible waves.
