mandate that the federal government provide a minimum of $100 for a last meal for death row inmates about to die.

This will allow all inmates about to die on death row from a court mandated death, a meal of their choosing provided that it is less than $100, provided by the federal government, who would get the money from the states that still approve of capital punishment.
