Use Executive power to create a Federal law for all states to create Gun Regulation Bureaus that would be regulated and operated within State BMV's. All guns should be registered - period. No gun should be passed off to another without a paper trail. Car insurance is mandatory - why? "because of the significant liability that comes with a car". Guns come with a higher liability when improperly used. Mandate gun insurance. Gun buyers should pass a responsibility/capability test and pay a license fee that requires renewing yearly. Just think of all the new revenue and jobs that would be created in each State. The law says we must license our animals, why not guns!!!
