Mandate guidelines for health insurance brokers who mislead the consumers with insurance quotes.

A consumer who currently has insurance under a spouse's group coverage will be told by insurance brokers that they can get coverage, provide them policy information, and even quotes. What they don't talk about is limitations on new coverage, i.e. COBRA continuation for 18 months before picking up an individual policy. If the consumer did not take COBRA, and the time to enroll has elapsed, then the offering insurance company raises the coverage cost ten times the original quote. the consumer cannot afford the individual policy, and is left without coverage.
