Mr. President,
Driving under the influence of alcohol is a mounting problem in our country today. Given the sheer number of drunk-driving fatalities in the United States every year, it is time that something be done.
What I propose is this: Mandate that each and every vehicle in the country be retrofitted with an Ignition Interlock Device. It would make drunk driving a thing of the past, and would make our country's roads and highways a lot safer.
