By Executive Order, mandate a study and plan to retrofit all federal buildings and lands with solar, wind and/or geothermal power sources, and establish standards and requirements for these technologies on all new federal buildings. The plan could also set standards for alternative energy systems in new public housing grants, and establish preferences for housing assistance.
Propose legislation to implement the plan by setting requirements for retrofitting and new construction, and request funding to implement the plan. The plan would reduce use of fossil fuels, and foster new technologies and businesses.
