Treat guns like cars where you have to have insurance & require a minimum liability insurance on each gun owned.

The insurance has to be purchased before a sale can be completed even if it is private.. The owner will receive an insurance card and can then get the gun. YOU CANNOT GET A NEW GUN WITHOUT COVERAGE
