The technology currently exists that would prevent guns from being fired by anyone other than its registered owner. In an effort to find a middle ground on the gun debate, I propose the following:
1. Require all new guns made and sold in the U.S. to have this technology.
2. Design guns to not fire until they are registered to a certain owner.
3. Require that registration take place at local police departments.
4. Maintain a national database of registered owners.
5. Implement a buyback program for old guns.
6. Ownership changes require re-registration at police dept.
7. Require new ammo type/shape that only fires in these new biometric guns.
8. Subsidize new ammo paid for with a tax on old ammo types.
9. Implement severe fines, loss of license, etc to gun shops that don't comply.
