No state or local government should be allowed federal monies to singly solve problems that occur elsewhere (in other jurisdictions) without cooperating with other state or local governments to solve the problem together, saving money and increasing the spread of innovative solutions. Every dollar spent that does not pay for a shared solution (such as, for example, a shared mutually~contracted online database application or service) should have to yearly document the need for a unique, nonshared service~~such as the lack of competent partner interest in sharing solution development cost~~ or be defunded. Nonshared service costs would have to demonstrate nonconspicuous need such as a unique ecology, irrespective of social organization or interest, or similar elevation of service level.
