Create a rule for MNCs and large business to maintain 30-45% of purchases and/or services to local small business.
This would create more jobs and help local economy.
China and several other countries uses similar approach. It forces a decent amount of business be awarded to local business even if they may not have the technology or know how. In the long run this mandate creates the required skills and ecosystem to improve local economy.
MNC and large businesses always drift to cheapest source. In the end they buy most of the products/services from other countries. This eventually leaves the middle class competing for jobs which gets outsourced.
By mandating a portion of the purchases/service used by large business stays within US, it improves job offering and adds to economic growth.
