While some law enforcement officers may be consciously motivated by racial animus, much of the systematic racism that plagues our law enforcement system comes from implicit bias. There are tests available to help people recognize their implicit biases and there ways to reduce implicit racial bias, such as diversity training and working alongside communities of color.
We call on the President of the United States, together with Congress, to mandate that law enforcement personnel take such tests to measure implicit racial bias and ensure that biased individuals receive proper training. Consistent or worsening racial bias over several years should result in the officer being placed on probation and may ultimately be a factor in job termination.
