Mandate that local businesses close when schools close due to inclimate weather and pay workers for the day anyway

In inclimate weather due to snow, ice, flooding, extreme heat etc. that results in a school to closure, it should be mandated that local businesses should be closed as well. It is a hazard to workers to require that they drive in severe inclimate weather. Many of these workers cannot afford to call out of work if a business decides to remain open and will not be compensated for missing work. Furthermore, in instances when businesses do close, many hourly workers are not compensated for missed work due to the closure.
I therefore propose that it be madatory that businesses close when local schools and government buildings close due to inclimate weather and workers be paid for the day. If a place must open, coming in should be optional and workers that do come in paid time and a half.
