The United States is the only country in the industrialized world which doesn't mandate that employers offer paid vacation or holiday time. Those who do receive vacation pay are often too afraid to take their time off fearing seeming unmotivated or lazy. Those who do take their time off are required to jump through hoops to get their time approved. Company holidays are few, far between, and inconsistent across the board. Mandating some paid vacation and holidays would entitle employees to their vacation time they may, or may not, already receive without fear of being terminated.
