Current rules and regulations allow big telecom companies (Time Warner, Comcast, etc.) to essentially do what they want and block any competition. Because they also provide kickbacks to municipalities, the customer loses since cities are less willing to provide right of way to easements for providers such as Google Fiber. As it stands right now, a bill was introduced in Kansas by the Kansas Cable Telecommunications Association to outlaw cities from selling their own cable and internet as well as partnering with private providers. In Texas, Google Fiber's deployment is held up by AT&T denying access to their utility poles. The only way to fix this and move America forward is for the FCC to mandate right-of-way rules allowing any provider access, not just those who pay cities for use.
