We the people ask the federal government to Change an existing Administration policy:

To mandate the Seattle Police Department into recognizing the authority of the Seattle Office of Civil Liberties.

As the law exists, when a citizen claims their Civil Rights are abused, the S.O.C.L. attempts to investigate the claim. If the respondent(s) do not acknowledge the S.O.C.L. request, the S.O.C.L. can issue a legal subpoena. But the S.O.C.L. can not enforce a subpoena. Neither for information nor a request to appear at a hearing. Rendering the Office/request useless. Without S.P.D. cooperation Citizens' claims are not investigated. The S.P.D. will not help or acknowledge a civil rights investigation by this office. Claims that a Citizens Civil Rights are being abused, are ignored by the S.P.D.. Usually from minorities. This is an institutionalized injustice and affects the quality of life of those who seek justice. It needs to change,
