Law abiding citizens should be allowed to own and carry guns for hunting and defense purposes. However, there needs to be a process where a person must be checked for mental health and knowledge about the usage, proper storage, and proper maintenance of a gun, such as to prevent criminals and others who do not have said license from gaining access to firearms.
Thus, protecting both the public, and the second amendment rights of all law abiding citizens who would pass a mental examination.
