Mandate that states requiring identification from voters must provide the ID's to every resident

Any state that mandates identification from residents in order to vote shall provide said identification to every resident of that state at no cost. The state shall provide adequate numbers of facilities to allow for easy access by every resident, or shall provide transportation to said facilities for any resident that cannot get to a facility, and/or shall allow identification to be obtained by mail. All costs shall be paid for by the state legislature and shall be completely free for every resident.

The restriction for access to voting shall not be implemented until at least 95% of voting age residents in the state have received the identification cards.
