Because discrepancies between benefits in the different military branches can cause dissent and anger between the services that need to work together in a time of war, Tuition Assistance should come directly from the Department of Defense and not each individual branch of service. This will encourage retention in the service and allow for professional development of all ranks from troops to leaders.
