Mandate University Police at all Universities with more than 1,000 resident student's living on the campus.

Universities and Colleges should be mandated to have sworn police dept.'s, if they receive any federal funding & have more than 1,000 students enrolled. This would help protect student's, faculty & staff from violent crimes. The sworn dept. should be trained to the level of that state's municiple police agencies and should work together with local & state jurisdictions to plan for and prevent mass casulty shootings on campuses or in the community surrounding the campuses. This would provide quick response to incidents on campus, when minutes count. Most Universities with no sworn police department rely on the local police to respond to acts of violence on their campuses. These agencies take several minutes to respond and they don't know the layout as well as campus officers would.
