In as much as the unorganised militia consists of all able-bodied males at least 17 years of age and, except as provided in section 313 of title 32, under 45 years of age who are, or who have made a declaration of intention to become, citizens of the United States who are not members of the National Guard or the Naval Militia, and as defence of the nation is one of the explicitly delegated powers of the central government under the Constitution, mandate that members of the unorganised militia go armed at all times so that the populace may more rapidly and safely address the threats of terrorists and lunatics bent on mass murder with minimal loss of life.
