Three problems may benefit from this low-investment solution:
1. The US Post Office has funding issues. It has lost letter delivery to email.and has been forced to over-fund its pension needs. It would benefit from small connection fees from individual users or municipalities, and from advertising.revenue.
2. Women, especially, and young people who communicate on the Internet are harassed by trolls, e-stalkers, porn purveyors etc. Local law enforcement often lacks IT skills or specific laws to combat this. Federal law prevents misuse of mail carried by USPS, which has an already highly trained enforcement division.
3. Many people, particularly in rural areas, lack access to affordable Internet (broadband). A cheap, nationwide service would enhance their education, job search, etc.
