Require vehicle manufacturers to limit the top speed vehicles (especially motorcycles) can travel to 90 miles per hour. There is no reason a civilian vehicle should be capable of traveling over 90 miles per hour under any circumstances. This requirement would improve safety on public roadways by directly reducing speed related fatalities and would significantly reduce the number of police pursuits. If a vehicle cannot exceed 90 miles per hour, there is no reason to run because a police pursuit vehicle can travel at higher speed and therefore greatly reduce chances for successfully evading police capture.
