Phone scammers use telecom vulnerabilities to hijack innocent peoples phone numbers to misrepresent who they really are. They prey on peoples gullibility and rob them of their money or identity. While the FTC may have programs to report violators of the Do Not Call Program they simply cannot enforce it if they do not know who they are. Allow the FTC to put the onus on the telecom's to implement systems that prevent the hijacking of telephone numbers used to display the callers identity and report those that attempt to bypass those implementations in effort to conduct a criminal enterprise to the Department Of Justice. Two groups of people are profiting from this activity, the criminals and the telecom's. Telecom's should bare the burden to protect citizens from thievery and identity.
