1. To Mandate Veteran participation in planning, operations and oversight of the Veterans Administration (at all levels), with sanctions for non-attainment.
2. To provide criminal enforcement to VA employees/contractors that lie, obstruct or interfere with a veteran’s right to petition his government for redress or access services/benefits.
3. To restructure the VA bonus system and include responsiveness to veterans concerns as a major factor in eligibility.
4. To evaluate responsiveness of VISN offices and restructure with veteran boards of system users.
a. Effective dates will be no later than VHA and VISN 2013FY, VBA 2013FY all other components before mid 2015FY.
