I am proposing that Congress make a demand for mandatory disablement of cell phones while the vehicle is moving in or near the driver’s seat in all states. This can be done either with a device in the vehicle or on the cell phone itself that stops the ability to use while driving.
Hypothetically the device could detect that the vehicle is moving more than 5mph and if it is within reach of the driver’s area then it would disable all functionality except emergency contacts IE: 911. Or maybe something that could create a “deadzone” around the driver. I would also like to see cell phone usage by the driver to be a stoppable/ticketable offence in every state and require handsfree/vehicle Bluetooth in order to use the phone capabilities.
