We the People want that all applicants that apply for Federal and State financial assistant should be drug tested for the use of illegal drugs on the day the applicant files for financial assistant and with random testing throughout the period the applicant is receiving finacial assistant. Americans are drug tested to seek a career and job opportunities. Athletes are also drug tested for the use of illegal drugs. Some applicants are misusing the the funds provided to them and are a burden to all tax payers. All financial assistant should only be made available to legal citizens of The United States of America. If an applicant is found with a positive result all financial assistant will be terminated and will need to attend a drug and alcohol program.
