Please make it mandatory for all receipents of government issued programs (including needs based programs like SSI) to pay for their own(or government pay) drug test to be completed before they can receive any government assistance. Also, once receiving benefits make it mandatory to have periodic/random drug testing to verify the claimant is not currently using any drugs.
