Make it mandatory for all family members over the age of 15 that receive welfare to undergo mandatory random drug testing. If they fail the drug test kick them off the welfare program and possibly make them pay back the money they received. Also put a cap on the amount of welfare that each family can receive that coincides with the states cost of living, no matter how many children they have.
