Mandate that all young adults between the ages of 18 and 20 be forced to serve in the armed forces if they do not choose to go to college. Israel is a prime example of a successful state which has mandatory military service and holds one of the strongest forces in the world.
Allow those who volunteer to stay after the two years easy access into a UN peacekeeping task force abroad for an allotted time. Utilize this program (administered under executive role in correlation with joint chiefs and acting chief diplomat to foreign bodies) to maintain a stronger, more permanent UN force in the long run.
