Mandatory drug testing in order to apply for, qualify and/or receive benefits for welfare, food stamps, WIC or other government assistance program. If a family really needs this help, they will have no issue with proving they are free of drugs in order to help their families.
monthly/bi-monthly/quarterly testing would save tax payers money in the long run if they do not have to shell out money to families who are not really in need of the service.
