Mandatory school security or concealed carry teachers act

Establish a national law, under the rights of the second amendment, which requires schools to meet one of the two standards if not both:
1: Have extensive security measures to protect their children from attack, abduction or other types of harm. The security must be able to detect and repel a substantial armed attack. This requires security personal must carry a sidearm and metal detection devices are to be used at all entrances.
2: If unable or incompliant to meet the first condition schools must allow their employees to conceal carry a handgun so long as they are legally capable of doing so according to individual state requirements. States that do not allow concealed carry must then ensure that every school follows the first condition mentioned above.
