Very simple issue and easy to solve: require all US Citizens to register to vote and participate in ALL federal and state elections. Opting out of voting requires a fee paid by the individual if they so choose (I'd go with at least $100 per election). The democratic process works a lot better when all its citizens must participate in choosing elected officials.
