the manipulation of wildlife and weather

I am petitioning the manipulation of wildlife under a normal agriculture practices.. if persons makes one change to an agriculture practices it isn't an agriculture practices... leaving soybeans to feed waterfowl in front of 40 year old duck blinds isn't an agriculture practices. It effects the hatch and the economy in Canada and the US. It's a 20 year practice of manipulation and it will not work...
