Law enforcement, whether city, state, federal, third party or other cannot interfere with the proceedings of public or private institutions while the person is under investigation.
If law enforcement are investigating someone at such an institution must aid in the persons success in the institution without instigation. An arrest must be made within 10 days of investigating in that institution whether private or public. All security or primary director must be acknowledge the investigation on record and must allow that person to complete the course/degree in a home schooled fashion once under arrest or detained for questioning. Questioning must happen in a law enforcement facility, will be video/audio recorded. All persons including security staff of the facility. Copies made available.
