Mark's Law requires all levels of law enforcement, holding open any investigation using themselves or any third party to make an arrest in two years time of any American citizens or foreign person(s) on American soil under investigation and provide them with all their files.
The penalty for not making a solid case for an arrest or holding open the investigation is $12,500 a month or $150,000 USD in victim funds payable to the victim within six months of the two year deadline regardless of the crimes severity, multiple crimes or other factors. The only exception is regarding extreme cases like international terror cells and other more extreme conditions. After three years if the person cannot be brought in additional payments are made and all persons will be reassigned to another case.
