Rather then paying members of congress and the senate a specific amount based on their position and years of service we should pay them based on the average of how much their constituencies make. By doing so we attempt to make sure that members of the house and senate improve the conditions of their constituencies. In order for them to make more money they would have to improve the conditions of the voters yet work for.
