Match Federal Law to allow State Laws

Revise the Federal Law to allow for the use of Marijuana based on the views of the people within the state.

Stipulations:
1. If a state chooses to allow for the use of Marijuana it must be regulated similar to alcohol and tobacco.
2. The state should be required to keep or mandate records be kept on the amount of income produced by the sell of Marijuana based solely on the percentage tax rate the State Government chooses to place on such product. (I.e If all Marijuana dispensaries in the State sell $100,000 combined and the state places a 6.00% tax on Marijuana making the total income on Marijuana $106,000 the state must report the $6,000 earned to the Federal Gov.)
3. All Money earned based off the taxation of marijuana will be deducted from the states Federal Assistance
