Over the long-term, Medicare faces significant financial challenges because of rising overall health care costs, increasing enrollment as the population ages, and a decreasing ratio of workers to enrollees (Wikipedia). Currently if you have contributed to the Medicare system for over 10 years there are no premiums payments required for Medicare Hospital insurance (Part A).
This petition is asking that legislation be introduced to set up a scheme of income based premiums such as is done for Medicare Medical Insurance (Part B) premiums. This could be done by computing the value of the Medicare Part A hospital insurance benefit and then treat it as taxable income. Thus those with higher incomes will pay higher premiums while those with lower incomes will pay lower or no premiums at all.
